First Permanent Supportive Housing Opens on the Eastside

On July 10, 2023, Plymouth Housing welcomed elected leaders, community members and supporters to celebrate the opening of Plymouth Crossing, the first permanent supportive housing building in East King County. Located in the Eastgate neighborhood of Bellevue, the new building is Plymouth’s first outside of Seattle and delivers 92 apartments for adults experiencing chronic homelessness.

Plymouth Crossing is part of the Eastgate Housing Campus, an innovative partnership with Congregations for the Homeless (CFH) and Inland Group with support from Horizon Housing Alliance that will bring a range of crucial homelessness services and affordable housing options to Bellevue. In addition to Plymouth's 92-apartment permanent supportive housing building, CFH will operate a 100-bed men’s shelter, and Inland Group will provide 353 units of affordable housing.

ARCH committed the first public dollars to the project in 2020, with additional funding coming from the Washington State Housing Finance Commission, State Housing Trust Fund, King County, Wells Fargo, and Plymouth Housing’s PROOF Capital Campaign donors. The City of Bellevue is contributing significant operating funds through its Housing Stability Program, along with the King County Housing Authority. These funds will help Plymouth to pilot its first on-site behavioral health program, enhancing the services available to residents.

The project represents a major advancement in addressing homelessness in East King County. A second Plymouth development is also currently underway, with significant support committed from ARCH and the City of Kenmore.
