Utilities Assistance

  • Bellevue Utilities - Information about discounted utilities for low-income seniors and disabled community members and the Emergency Assistance Program is available at Utility Rate and Tax Relief or by calling 425-452-5285.

  • Issaquah Utilities - Customers may apply for a flexible payment plan by contacting utilities (UB@issaquahwa.gov or 425-837-3070). For discount utility billing available to limited income seniors see this site.

  • Kirkland Utilities - The City of Kirkland offers reduced water, sewer and garbage rates for qualifying low income, single family residential customers who are 62 years or older, blind, disabled, or home kidney dialysis customers.

  • Puget Sound Energy - PSE is taking steps to ensure continued service to customers, with links to bill payment assistance and other tools on its page. PSE will work with customers on options such as payment plans and choosing a new bill due date. PSE launched a new energy assistance portal to improve access to funds available to low-income customers.

  • Comcast - Comcast offers the Internet Essential program. The school district will work to get free hotspots to families that need them. Please visit your school districts homepage for more information.

  • T-Mobile – T-Mobile is proud to participate in the new federal Affordable Connectivity Program (ACP), which offers internet service payment assistance to eligible households. We’re making the program available through Metro® by T-Mobile and Assurance Wireless®.

  • Redmond Utilities - for information on discounted utility bills for low-income seniors or permanently disabled residents go to the City of Redmond website.

  • Washington State Low Income Home Energy Assistance Program (LIHEAP)

Legal Assistance

  • Eastside Legal Assistance Program (ELAP): (425)747-7274 - Staff of attorneys who provide legal services to people facing eviction, having a legal issue with their landlord, experiencing domestic violence, being discriminated against, or having another civil legal issue that is affecting their ability to pay rent.

  • Northwest Justice Project (NWJP): NJP provides legal assistance to eligible low-income families and individuals needing help with civil (non-criminal) legal problems in Washington state.

Immigration Legal Assistance

  • Eastside Legal Assistance Program (ELAP): (425)747-7274 - Staff of attorneys who provide free legal advice on immigration issues that are non-criminal.

  • Northwest Justice Project (NWJP): NJP Offers direct legal services, systemic advocacy, and community education to immigrants across Washington State  

  • Northwest Immigrants Right Project (NIRP): NIRP provides free or low-cost immigration legal representation and assistance (for low-income immigrants) in Washington State. Services include: asylum applications, removal/deportation defense, DACA renewals, naturalization, and family-based visas.

  • Colectiva Legal de Pueblo: (206) 931-1514 – Colectiva Legal del Pueblo provides Know Your Rights presentations that help individuals understand and exercise their constitutional rights. Colectiva Legal del Pueblo also provides legal assistance, their fees are low or free, based on a sliding scale tied to income.

  • Washington Immigrant Solidarity Network (WAISN): Provides a statewide Deportation Defense Hotline (1-844-724-3737) and a community-driven resource finder to support immigrant and refugee communities.

  • DSHS Office of Refugee and Immigrant Assistance (ORIA): Provides immigration-related legal services for refugees, Afghans, and Ukrainians, including consultations, workshops, and case management.

  • Legal Counsel for Youth and Children: (206-494-0323) - Legal Counsel for Youth and Children (LCYC) to protect the interests and safety of youth in Washington by advancing their legal rights.

  • Refugees Women Alliance (ReWA): For modest fees, ReWA helps immigrants and refugees with a number of immigration issues such as petitioning for family members, employment authorizations, applications for travel documents, green card renewal, and getting citizenship certificates for children.

  • Washington State Department of Commerce: Commerce supports legal aid providers offering representation for low-income immigrants at risk of harm, including survivors of domestic violence and human trafficking. 

  • Washington State Labor Council: Offers naturalization legal aid assistance to union members and their families, including consultations and application support.

  • Washington Mass Project: Washington Migrant and Asylum-Seeker Support Project (WA MASS Project) is a new project that helps newly arrived immigrants and asylum seekers in Washington State connect to services. The services are limited and free; they include legal assistance, case management, and housing.
