Comprehensive Plans

Comprehensive plans are the centerpiece of local planning efforts. These 20-year plans articulate a community vision through a series of goals, objectives, policies, and actions that guide the day-to-day decisions of elected officials and local government staff. As part of comprehensive plans, local governments are required to “plan for and accommodate” housing affordable to all economic segments, promote a variety of residential densities and housing types, and encourage preservation of existing housing stock.


ARCH Member City Housing Strategies

Several ARCH member cities have adopted detailed strategies or work programs to implement their comprehensive plan policies. These cities are executing a wide range of activities aimed at increasing housing choices and improving affordability in their communities.
